It seems you still have some app set for personal usage and you have more users in that app(s) than it’s allowed. Set that option as OFF and see if that solves the issue.
I deleted unnecessary applications and kept only what I need.
In one of them, it still shows that 4 people are using it, even though I removed them from the application.
Could it be that the plan update is not working because the two users I removed still have the app installed?

Your app is still set as personal app. Remove that option and your account should be lfine again. Deleting users from the app doesn’t help in this situation as the reason is coming from that settings.. and it’s recorded in the usage history.
I couldn’t find where to switch off the ‘Personal App’ setting, but I did pay for a subscription and adjusted the billing settings as shown in the screenshot. The Account Status check also passed successfully. However, the app is still blocked.
If I set the Billing plan to ‘Free (Prototypes only),’ the Account Status fails and the app remains blocked anyway.
I’m wondering why the apps are still blocked if the Account Status passes all checks and I’ve already made the payment. I don’t understand…
