My app remains blocked even after reducing users

My app is still restricted even though I have reduced the number of users to below 10.
Could you please review and remove the restriction?

@Steve I’m facing the same issue here. Whats the solution as per latest version? I’m using a free version right now. Pls share the steps to resolve this issue.
