I’m trying to use Anthropic Claude models (Sonnet 4.6 and Opus 4.6) on Vertex AI, but the quota for both models is locked at 0.

Billing: Active paid account
Vertex AI API: Enabled
Model Garden: Both models enabled
When I try to request a quota increase through the Quotas page, it is automatically rejected within minutes with no explanation. The allowed range shows “0 to 0” for some quotas.
Our team is evaluating Claude models for integration into internal chatbot and agentic workflows. We only need a minimal initial quota (RPM: 60, TPM: 100,000) to conduct a Proof of Concept.
Could someone from Google manually review and unblock our project? Thank you.
