Why don't I have any quota for anthropic-claude-3-opus?

Hi, I have enabled Claude 3 Opus model in the model garden, but when calling it from the API, I get this error:

Quota exceeded for aiplatform.googleapis.com/generate_content_requests_per_minute_per_project_per_base_model with base model: anthropic-claude-3-opus

Then I found that I have 0 quota for anthropic-claude-3-opus model in the console, and I can’t request to increase the quota.

Why is that?

there are multiple unanswered threads on this topic. Vertex AI makes it impossible to use Anthropic models by making it impossible to increase the quota from 0. I tried chatting to sales who said they could not change it.
