I am very new to the Coogle Cloud environment and the Documentation seems to be sending me from one page to the next. So here are the questions that have been bothering me which are unsolvable with my Current knowledge.
To acess Claude Code via Vertex AI do i not only need to be the Owner of the cloud but also create an Office acccount for temporary use to gain the API creation role permition which is under iam.managed.disableServiceAccountApiKeyCreation?
What else is there to know about the process?

Hi there, after trying for a few hours to understand my environment, i figured there was a Policy Mismatch between my Organization and Project which had prevented me from accessing API creation tools.
However, contrary to what i thought, this was not the problem that prevents me from using claude code with vertex ai. The underlying cause is a quota limit for all of Anthropics models, when editing the limit i can only choose values between zero and zero.
