Issue:
Anthropic Claude quotas on Agent Platform / Vertex AI are locked at 0.
QuotaIncreaseEligibility returns NOT_ENOUGH_USAGE_HISTORY.
Live call to claude-sonnet-5 returns HTTP 429 RESOURCE_EXHAUSTED on
global_online_prediction_requests_per_base_model.

Models needed: claude-sonnet-5, claude-haiku-4-5

Requested limits (Global endpoint):

  • QPM: 60
  • Input TPM: 100,000
  • Output TPM: 20,000

Use case: Personal development with Claude Code via Vertex AI.
Please manually review and grant model-access eligibility.

Same issue here — hitting NOT_ENOUGH_USAGE_HISTORY eligibility block on a
brand new project.

Submitted quota increase (0 → 10) for requests/min, input tokens/min, and
output tokens/min — all three auto-denied instantly (Request ID:(PII Removed by Staff)).

Use case: Personal certification study (Anthropic CCAR-F). Would appreciate
manual review as well.
