Anthropic Claude quota stuck at "0 to 0" on new paid account – requesting manual model-access / eligibility review (EU multi-region)

our project cannot use Anthropic Claude models on Vertex AI / Gemini Enterprise Agent Platform. All Claude quotas show a range of “0 to 0”, and the console states we are “not eligible for a quota increase at this time”, so self-service quota requests are auto-rejected.

Setup:

  • Project ID: placehodlr-llm-wrapper
  • Billing: active paid account (upgraded from free trial, payment method verified)
  • Vertex AI API: enabled
  • Model Garden: Claude Opus 4.8 and Claude Sonnet enabled, Anthropic Marketplace agreement accepted
  • Models: anthropic-claude-opus (Opus 4.8), anthropic-claude-sonnet
  • Region needed: EU multi-region (data-residency requirement — we are a German law firm and must process in the EU)
  • Requested quota (modest PoC level): 60 requests/min, 200,000 input tokens/min, 50,000 output tokens/min

Use case: internal legal document analysis and drafting for a small law firm (3 users) via Claude Desktop in third-party mode pointing at our own Vertex tenant. No consumer-facing use.

Could a Googler please route this to the Vertex AI model-access team for a manual eligibility review? We understand new accounts may lack payment history, we are happy to provide verification or a committed spend if that helps.
