Hi support team, My project cannot use Anthropic Claude models on Vertex AI / Agent Platform because all Claude quotas are locked at 0 and hidden on my Quotas page.

Billing Status: Active paid account with a verified credit card linked.
API Status: Agent Platform / Vertex AI API is successfully enabled.
Model Garden Status: Claude Sonnet 4.6 is enabled, and the Marketplace agreement is accepted.
Error on test call: HTTP 429 RESOURCE_EXHAUSTED — Quota has been exhausted.
Could you please run a manual eligibility review on this project and provision a basic starting quota (such as 5 QPM / queries per minute) so I can test the model?
