Anthropic Claude quota stuck at 0 — auto-denied, requesting manual review (PII Removed by Staff)

Hello,

My project cannot get quota approved for Anthropic Claude models on Agent Platform / Vertex AI. All quota increase requests were auto-denied within seconds of submission.

Project ID: (PII Removed by Staff)
Billing: paid account (upgraded from free trial)
Region: us-east5
Models: anthropic-claude-haiku-4-5, anthropic-claude-sonnet-4-6 (both enabled in Model Garden)
API enabled: yes (Agent Platform API / aiplatform.googleapis.com)

Error on test call:
429 RESOURCE_EXHAUSTED — “Quota exceeded for aiplatform.googleapis.com/online_prediction_input_tokens_per_minute_per_base_model with base model: anthropic-claude-haiku-4-5”

A paid billing account and Model Garden enablement do not guarantee a non-zero Claude quota. Since the requests are being denied immediately, the project may not yet meet the automatic approval criteria. Submit the request with a realistic initial TPM value, expected workload, and rollout plan; if it is still auto-denied, open a Google Cloud Billing or Technical Support case and include the quota request IDs. Community staff cannot normally approve quota directly, though they may help escalate it. Also consider the US multi-region endpoint if regional deployment in us-east5 is not required
