Domain 'pandait.tech' Stuck in Registration Limbo — Cannot Pass Phone Verification for Cloud Identity

I need help from a Community Manager. I have a very niche issue I think and I need help because I don’t know what to do.

I this topic is a Google cloud identity and google workspace together so I am posting it here. Hopefully I am not on the wrong place. I did not even find a specific issue to put in this topic but I am in dire need of help. So sorry for he mess.

tMy domain pandait.tech is completely stuck in the registration system.

My Goal:
I want to register for Cloud Identity Free to create a GCP Organization. I need this to migrate my business projects from my personal gmail to my new company organization.

The Problem:

  1. A long time ago, I tried to register a Google Workspace trial with the user (PII Removed by Staff).
  2. The phone verification failed at that time, and the account got “stuck.” Now, if I try to use that email, it asks me to log in, which is impossible since the account was never fully created.
  3. Today, I am trying to register for Cloud Identity Free again with a NEW user: (PII Removed by Staff)
  4. I successfully PASSED the email verification step. (My domain’s email is hosted on Zoho, and I received the code and verified it).
  5. However, I am now completely BLOCKED at the next step: Phone Verification.
  6. The system rejects my personal number (+593…2280) AND a second, different number (+593…6564). Both get the same error: “This phone number cannot be used for verification.”

My personal phone has been used in my personal accounts a few times so I thought maybe it is in too many places but the second one is brand new.

I have proven I own the domain (via email verification), but the old failed trial seems to have permanently flagged my domain, and I am stuck in a loop.

I tried to contact sales on cloud identity and waited about a week but since I am not really a big client but looking to solve a technical issue they have not make contact.

So what I need I guess someone manually review my domain (pandait.tech) and either remove the old “stuck” registration or manually approve my new registration for (PII Removed by Staff)?

Or maybe someone can guide me through a solution.

I am completely blocked from becoming a Google Cloud customer.

This type of block usually happens when a domain is still associated with an incomplete or abandoned Google Workspace/Cloud Identity signup. The self-service sign‑up flow cannot bypass the phone verification step, and support intervention is required to clear the stale registration. The fastest route is to open a case with Google Workspace Support, even for Cloud Identity Free, by going to https://support.google.com/a/contact/admins while signed in with the account you’re trying to register. In the form, select “Setup” as the issue type, provide the domain name, and clearly mention that it’s stuck due to a prior failed trial and phone verification. Once the old registration is removed, you’ll be able to restart the Cloud Identity sign‑up and complete phone verification normally.
