Policy clarification: Backing up personal photos to Google Drive

Hello,
I would like to build a mobile app that allows users to back up photos and videos from their phone’s photo library to their own Google Drive.

The planned functionality would include:

  • Connecting the user’s own Google account through OAuth using the drive.file scope.
  • Uploading files directly from the phone to the user’s Drive, without passing through a developer-operated server.
  • User-initiated backups and optional, explicitly enabled automatic backups of new photos.
  • Private storage only, without public distribution or storage-limit circumvention.

The Drive API Terms of Service mention that prior written consent is required for: “Backup of user or app content from a developer’s app or project to Drive.”

Does this requirement apply to the functionality described above?

If so, which team should I contact, and what is the process for requesting prior written consent? Would the requirements differ between manual uploads and opt-in automatic backups?

If this is not the appropriate channel, please direct me to the responsible Google team.

Thank you.
