Marketplace SDK: SUBMIT FOR REVIEW disabled after canceling a review

Hi,

I’m publishing a Google Workspace Editor add-on (Google Slides + Google Sheets) through the Marketplace SDK.

What happened:

1. I submitted the Store Listing for review (Version 1).
2. During OAuth verification, I was asked to switch to narrower scopes (drive.file, spreadsheets.currentonly).
3. I canceled the Marketplace review so I could update App Configuration to script version 2 with the new scopes.
4. App Configuration and Store Listing both save successfully (“Saved”), all required fields are filled, and no errors are shown.

Problem:
On the Store Listing tab, SUBMIT FOR REVIEW stays disabled (tooltip: “Currently disabled”), even after saving the draft and refreshing.

This looks like the same issue as:

The SUBMIT FOR REVIEW button on the Store Listing tab of the Google Workspace Marketplace SDK is permanently greyed out for my project. Hovering it shows only the tooltip “Currently disabled”. There is no error message anywhere on the page. Project number 1042809249817 (project ID [PII Removed by Staff]), a Google Sheets editor add-on. My OAuth verification is currently under review with the updated scopes.

Is the button intentionally locked until OAuth verification is approved, or does the listing state need to be reset? Any guidance appreciated.
