If you have a limit of 300 users, you most likely also have access to official Google Support?
Click the question mark in the admin console and contact them directly.
If you are only on Business Starter, then that’s not available, sadly, but then a local Google Partner could help making sure your account is properly set up.

But, start with checking your admin role in the admin console, so it’s actually superadmin, and not some lesser role.
Check Billing to make sure you have a working payment account and registered credit card. Not a prepaid card, a real CC.
See if you can create a new Organisational Unit (OU). You can call it whatever, but Users is a good example. Your users should always reside inside an OU anyway. If you can, create another one inside it, called Admins, and move your superadmin account into it.
Then try to create an account inside Users.

You have to either reach out to AskWorkspace on Twitter, find a local Google Partner, or briefly upgrade to Business Standard so you get access to official support.
