“… any user”? If it were just certain users, the first thing I would check is for hidden username conflicts.
- Recently Deleted Users: Check Directory > Users > Recently deleted users in your Admin console. If a user with that exact email address was deleted within the last 30 days, the address remains reserved until the account is permanently purged or restored.
- Group or Alias Overlap: Ensure the username isn’t already assigned as a Google Group email address, an alternate email address (alias) for an existing user, or a domain catch-all address.
- Unmanaged Accounts: If the individual previously created a personal Google Account using your domain email address, an unmanaged account conflict occurs. You will need to use the Transfer Tool to invite them to join your account.
If it is definitely ‘any user’, then you might confirm that your 299 available licenses belong to the exact tier you are attempting to assign (e.g., Business Starter vs. Business Standard). You might also try placing the new user in your top-level Organizational Unit during creation, then move them to a child OU afterward.

If you have a limit of 300 users, you most likely also have access to official Google Support?
Click the question mark in the admin console and contact them directly.
If you are only on Business Starter, then that’s not available, sadly, but then a local Google Partner could help making sure your account is properly set up.
