To file for an appeal, you may contact Cloud Billing Support. Keep in mind that every request will be reviewed and doesn’t guarantee its approval.
Just to add, to get a detailed breakdown of your charges and costs, I suggest to check the SKU descriptions for each charged service by going to the Reports page and Cost Table report. This is to verify the specific charges which are usually listed under Vertex AI. You may filter by SKU description, usage amount, usage unit, unrounded cost at the right.

Since our billing is going through a reseller, they just told us it is not approved after back and forth, which is not reasonable.
Do you think we should contact Cloud Billing Support directly to have better chance?
