hi, i have a problem, all my apps shows this message..“Unable to fetch app definition. Your app is blocked because a plan update is needed. You can update your plan in the Account page.” and i dont undertand because each app that a i have, contains 8 users. any idea?

Users are counted account wise, not app wise.
This means that if you have 2 apps where there are 8 unique users per-app it means you account needs 16 users.

My status is STARTER on appsheet, i have an app with 7 users, and other app
with 8 users, this last one contains 6 common users included at the first
one.
If i have understood well, it has to work because, users total on APPSHEET
is lower than 10.
Is that correct?

You are referring to the ability to have up to 10 TEST users?
Based on the message. your apps are likely deployed? You are allowed up to 10 TOTAL users for prototype apps only - i.e. they cannot be deployed. Once they are deployed they are considered live apps and require usual licensing.
I mention TOTAL users because the user count is across the entire account - not per app - exactly in the same way licensed users are counted. In other words, you cannot have 8 users in one app and then have a completely different 8 users in another app. That would be 16 users altogether.
In case it’s not clear, the user count is per account not per app. A single user can access all of the apps under the account and still count as a single user for the month. This is true of deployed apps as well.
