Google Workspace subscription suspended due to storage limit – unable to upgrade or access services

Our Google Workspace (Business Starter) subscription has been suspended due to exceeded storage limits.

We are currently unable to purchase or upgrade the plan because the subscription is marked as suspended.

The admin console shows that we need to either free up storage or upgrade, but we cannot proceed with any action due to the suspension.

We need temporary reactivation to reduce storage or upgrade the plan, but we are unable to resolve this from our side.

Has anyone faced this issue before? What is the best way to restore access and resolve the suspension?
