Google Ads Basic access blocked: personal-use app cannot submit brand verification appeal

Hello,

I am configuring a personal, local Google Ads Keyword Planner tool using a Desktop OAuth client. The application is configured as External and In production.

Keyword Planner API requests are blocked at the Explorer access level. The error instructs me to apply for Basic or Standard access.

The Google Ads API documentation requires verified branding before applying for Basic access:

However, I am blocked at two stages:

  1. Automated brand verification reports that my GitHub Pages homepage is not registered to me, although Google Search Console shows verified ownership of the exact HTTPS URL-prefix property through HTML-tag verification.

  2. When requesting manual review, I truthfully select “Yes” to personal use. Submission is then rejected because the application is for personal use.

I have already reported this through the Cloud Console feedback button.

What is the supported process for a personal-use application to obtain the brand verification required for Google Ads API Basic access?

How can I request manual review of the homepage ownership result while accurately declaring the application’s personal use?
