Critical UI Bug: Unscrollable Modal & Dismissal Trap Blocking Community Registration

Issue Summary: When attempting to join several communities on the Developer Program portal, the registration modal cannot be scrolled, and there is no way to dismiss it, completely blocking the user journey and registration process.

Environment:

Steps to Reproduce:

  1. Navigate to the URL provided above.

  2. Attempt to join by clicking the relevant action button for any of the following communities:

    • Code Wiki Early Access

    • Firebase Studio Developer

    • Gemini Enterprise Agent Ready

    • Google Cloud & NVIDIA

    • Google I/O 2026

    • Google Maps Platform Innovators

  3. Observe the “Update your profile to become a member” modal that appears.

  4. Attempt to scroll down to submit the form, or attempt to close the modal.

Actual Behavior:

  • Issue 1 (Scroll failure): The modal content (fields, terms) overflows its container, but vertical scrolling is not configured. The “Submit” button at the bottom is completely inaccessible.

  • Issue 2 (Modal Trap): There is no dismissal mechanism. There is no “X” close button, no “Cancel” option, and clicking on the dark background overlay does not close the window. The user is trapped and forced to refresh the entire page, losing their session state.

    Expected Behavior: The modal should be vertically scrollable to reveal all form fields and the submit button. It must also include a clear dismissal mechanism (such as a close icon or clicking the backdrop) to exit without requiring a hard page refresh.
