Critical Issue: Billing account "not open" but unable to contact support. Can't enable APIs or deploy Firebase app

Hello,

I have been completely stuck for 3 days. I am trying to deploy a Firebase app, but it fails because I need to enable “artifactregistry.googleapis.com”.

My Project ID is: redacted by Staff
My account does NOT belong to any organization.

When I try to enable the API, I get the error: “FAILED_PRECONDITION: Billing account for project ‘redacted by Staff’ is not open.”

My billing account is linked, and I added a new credit card 3 days ago. The billing dashboard shows no errors.

The biggest problem is that when I go to the Google Cloud support page to create a case, it says: “Your current support plan does not allow you to create cases for the selected project.”

I am in a complete deadlock. I cannot deploy because of a billing issue, and I cannot contact support to fix the billing issue.

Can a Google employee please look into my account and see why my billing account is considered “not open” and why I am blocked from even creating a billing support case? This is extremely urgent and I am completely blocked.
