Assessment and assessment rules in Contact Center AI Insights/Conversational Insights

I came across the following method, but I couldn’t find any documentation on it or any mention in the console. Why do we have this resource?

Also, why do we have two sets of permissions for every resource? With and without the word “authorized,” e.g., contactcenterinsights.authorizedConversations.create, contactcenterinsights.conversations.create
