Any SDK to Programmatically Manage Cloud Billing Export Enable or Disable

Can the BigQuery Billing Export (Standard or Detailed) be Enabled or Disabled programmatically via a REST API, Google Cloud SDK (gcloud), or a Terraform Resource?

My research indicates that this is currently a Console-only (UI-only) administrative action and that no public API endpoint exists to toggle this feature or change the destination dataset.

What we need from you: Please provide a formal confirmation if our understanding is correct. If an API does exist, please provide the specific REST documentation or the gcloud command required to enable a Billing Export.
