Account Blocked on Free Tier After Support Cancelled a Paid Subscription

I recently used chat support to cancel a subscription for an app I wasn’t using. Immediately after, my entire account was restricted, and all my legitimate free/prototype apps are now blocked. I have the chat log and case number showing I only intended to cancel that single app. Can someone help unblock my free-tier account?
