We are trying to determine which licence we need. We have a basic requirement at this stage for Dev, Test & Prod environments. We thought the Team Licence would be Ok as thats fine for our number of API calls, but it seems to be saying that it only allows 2 environments.
Bit confused because the pricing sheet says the evaluation copy has 1 environment but when using it there is Test & Prod.
Glad to know that you are Evaluating Apigee & Interested in getting the Apigee license.
Yes, It’s an error in the pricing page. Evaluation account you will see 2 environments (test & prod).
Having said that, Team license will get you 2 environments like mentioned in the pricing page. @jwyatt @Sesh Ram might help you with more details.

Still not sure what is best licence for us to start off with because it seems quite a jump in price between Team & Business licence.
Could we start with a Team licence for Dev & Test and then get another Team Licence when we want to migrate to Prod?
