Hello,
When I try to create Vertex Managed Instance it works.
But I want to create instances and User Managed Workbooks too. When I do so it never getting completed. “Notebook status: Provisioning” This is what I see for last 8-10 hours. Not sure whats wrong with this.
Can anyone suggest on this?
Note: When I check instance status from this link https://console.cloud.google.com/compute/instances instance status is running.
And here https://console.cloud.google.com/vertex-ai/workbench/instances the status still Provisioning from a long.

I noticed this message in Diagnostic tool logs “ERROR: (gcloud.projects.describe) User [xxxx50421xx-compute@developer.gserviceaccount.com] does not have permission to access projects instance [geoxxx-xx-dev] (or it may not exist): Cloud Resource Manager API has not been used in project xxxxxxxx before or it is disabled. Enable it by visiting https://console.developers.google.com/apis/api/cloudresourcemanager.googleapis.com/overview?project=xxxxxxx then retry. If you enabled this API recently, wait a few minutes for the action to propagate to our systems and retry.”
I enabled it and it worked
