It seems that you’re getting this error message when using Imagen in Vertex AI Vision. Based on the documentation on Imagen usage guidelines, some features require you to contact Google Cloud account team in order to enable it. This may be the reason why you’re encountering this behavior. For more information, you may check the list of feature that requires approval.

To request access to use this Imagen feature, fill out the Imagen on Vertex AI access request form then contact your account representative about gaining access to this feature.
