upload and export excel file by API contains note

We have encountered an issue when receiving xlsx files with excel comments (not google comments). When uploading the file by API to Google Drive as a application/vnd.google-apps.spreadsheet file, and then exporting it to PDF by API, we see the comment present in the resulting PDF file. However, when manually uploading the xlsx file, converting it to sheets, and downloading it as PDF, we do not see the comment there. We are wondering, is there something we can do to have the API export the same as by clicking on Google Drive website?
