Unable to enable Vertex AI API - PERMISSION_DENIED

I am writing to report an issue with my account (PII Removed by Staff) that prevents me from enabling or using the Vertex AI API in any of my projects.

Issue Details:

  • Google Account: (PII Removed by Staff)

  • Project ID: (PII Removed by Staff)

  • Project Number: (PII Removed by Staff)

Symptoms:

  1. Attempting to enable the Vertex AI API via the web console results in a “Could not load” error. This occurs even in a brand new, clean project.

  2. Attempting to enable the API via Cloud Shell using the command gcloud services enable vertexai.googleapis.com fails with a PERMISSION_DENIED error.

  3. API calls from my code to use Gemini models (e.g., gemini-1.5-flash-latest) fail with a 404 model not found for API version v1beta error. This indicates my account is being forced onto a legacy API version and does not have access to vision models.

Troubleshooting steps taken:

  • Created a brand new, clean project (PII Removed by Staff).

  • Confirmed that an active billing account is correctly linked to the project.

  • Confirmed that I am the Owner of the project.

  • The issue persists with or without a VPN.

  • The client libraries (google-generativeai) have been fully reinstalled.

All troubleshooting has failed and points to a fundamental permissions issue or block on my Google account that prevents me from accessing Vertex AI services.

Could you please investigate my account (PII Removed by Staff) and remove this block?
