Unable to Edit Organization Policies Despite Having Organization Administrator Role

I am encountering difficulties editing organization policies in my Google Cloud project. Despite having the “Organization Administrator” role, I am unable to modify the "iam.disableServiceAccountKeyCreation" policy to enable service account key creation. I have confirmed that my role is not a custom role and that I am not part of a larger organizational hierarchy that might be imposing restrictions.

I have attempted to assign myself the “Organization Policy Administrator” role, but it does not appear in the list of available roles. I have also verified that my “Organization Administrator” role does not include the necessary orgpolicy.policies.* permissions. I am unable to create service account keys, which is hindering my ability to configure integrations with external services.
