We use the error reporting in a few projects.
In each of the projects the error reporting page has dissapeared to be replaced with a link to the getstart guide.
Configure notifications is still working (and has all our old notifications)
There is no indications of any service outages

Error Reporting follows specific guidelines to limit the number of notifications you receive for errors. A maximum of 5 notifications can be sent within a 60-minute window. If more than 5 errors occur during this period, you will receive a notification stating that further notifications are silenced for the next six hours, and a log entry with a warning severity level will be recorded. Additionally, when an error group is resolved, notifications for that group will be paused for five minutes.
Error Reporting won’t send a notification if a Muted error reoccurs.To manage the resolution status of your errors, go to Manage errors.

I did eventually get to the bottom of this.
The blank page is shown if there have been no errors in the project in the last 30 days.
Triggering then resolving an error restores the original behaviour/pages.
This is obviously a bug.
