Stale "Payment pending" alerts for deleted billing accounts despite $0.00 balance

Signed up for Google Cloud and accidentally selected “Organization” instead of “Individual,” which triggered 13 duplicate/orphaned billing accounts with $0 usage. Account got restricted, and support demanded $650 ($50/account) to close them, promising a refund afterward — but couldn’t provide any documentation for this policy.

I deleted the accidentally-created Organization, which removed 12 of the 13 accounts from Cloud Billing Console entirely. The 1 remaining account shows $0.00 balance, “No balance due,” Postpay billing, nowhere near the $100 threshold.

However, Google Payments Center still shows “Payment pending — $50.00” alerts for all 13 original account IDs, including the 12 that no longer exist in Billing Console. Support confirmed the $0.00 balance is accurate but says a “pre-payment is strictly required as a final step” to clear these stale alerts — without citing any documented policy despite being asked repeatedly.

Has anyone dealt with stale Payments Center alerts for deleted/closed billing accounts? Is there a way to get these cleared without payment, given the accounts don’t exist and there’s no actual balance owed?
