My service account was automatically disabled by the system (not manually by me).
I am unable to re-enable it via Console, gcloud CLI, or REST API.

Project lifecycle state is ACTIVE. Billing is active.
I have a quota increase on this service account that I cannot lose.
How can I re-enable this service account or find out why it was disabled?
