Repeated OR_BACR2_44 error during GCP free trial billing activation — no resolution despite months of delay

Hi everyone,

I’m a student trying to use Google Cloud for a major academic project, but I’ve been stuck for months now due to the OR_BACR2_44 billing error during free trial activation.

The first time I faced this was 4–5 months ago, and at the time, I waited patiently for a response. Eventually, I was told that my billing account couldn’t be activated, without any explanation or way to fix it.

Recently, support told me to try again. I did.
Same error. Same automated message. No details. No next steps.

Here’s what I received from GCP support:

“…we cannot activate your new Cloud Billing Account and we are unable to provide any further details regarding this decision…”

I completely understand that Google has verification systems in place, but I’ve had no real communication from a person at any point. Just the same copy-paste message over and over again. It’s disheartening, especially when I’m not trying to abuse the system. I just want to build and learn using GCP like thousands of other students.

I’ve already joined the Innovators program and committed to learning the GCP ecosystem. I’m more than willing to verify my identity or provide any documentation that’s needed, just give me a path forward. The automated wall I keep hitting is making it impossible to even get started.

What I’m asking for:

  • Can someone from the GCP team take a real look at my case?
  • Can you tell me what exactly is failing the verification check?
  • Is there a way I can submit ID, payment info, or academic proof manually to resolve this?

I’m not asking for special treatment. I’m just asking for a human response and a fair shot at accessing the same learning tools many others already have.

This issue (OR_BACR2_44) appears to be quite common, especially on macOS or with certain browsers, as seen in this Reddit thread:

Some users also report that it’s related to the card type or account configuration :

You can also check Google Payment options in my country.

Suggested workarounds :

  • Try a different browser or device
  • Use another credit/debit card if possible
