Project creation status unknown — missing resourcemanager.projects.get permission

I submitted one Google Cloud project-creation request under my Google Workspace organization, intending to leave billing unlinked. After submission, the Console reported missing resourcemanager.projects.get permission.

My account has Project Creator and Organization Administrator roles at the organization level. The organization is visible in Manage Resources, but I have not been able to confirm the project’s existence, numeric project number, parent organization, or creation-operation outcome.

I understand that Workspace Super Admin status is separate from Google Cloud IAM permissions, and Organization Administrator does not automatically provide all project permissions. After explicitly assigning Organization Administrator and allowing time for propagation, project access remained unresolved.

I have not repeated the creation request, enabled APIs, or linked billing. My current support tier is Basic (billing-only), and the support form marks Resource Manager as “Product ineligible for support under your current plan.” Workspace Support referred me to Cloud Support but could not investigate the Cloud resources.

I reviewed this closely related discussion:

It describes the same resourcemanager.projects.get error despite administrative roles, but does not show a confirmed resolution.

What supported steps can I use to:

  1. Find the original project-creation operation and determine whether it succeeded, failed, or remains pending?

  2. Distinguish a nonexistent project from an existing project that I cannot access?

  3. Determine whether the requested project ID is associated with a resource under a different parent?

  4. Distinguish missing IAM grants from an IAM deny policy or principal access boundary?

  5. Identify the minimum permissions and narrowest scope needed to inspect the project, without granting Owner, Editor, or unnecessary organization-wide access?

My priority is to establish the original creation outcome before making further permission changes or submitting another creation request.

I need to keep billing unlinked and incur no additional charges. If the available interfaces cannot establish whether the project exists, is there a supported no-cost recovery or escalation route?
