Project Blocked - Unable to Access Vertex AI or Paid Support

My Google Cloud project (PII Removed by Staff) has been unable to access any Vertex AI models (gemini-1.5-flash-latest, gemini-1.0-pro, etc.) for several days, consistently receiving a 404 Not Found error. I have a paid **Standard Support** plan but am completely unable to create a support case (both technical and billing). I have already enabled all necessary APIs (Vertex AI, Compute Engine), authenticated my environment, and confirmed my IAM roles ("Vertex AI User"). My account appears to be in a broken state, and I am blocked with no way to contact the support I am paying for. Please help.
