Page on Apigee GCP constantly refreshed, error 403 forbidden

I can no longer access my apigee project in GCP. Instead I have a cyclic refresh of my page. When I inspect the page, at Network level, I notice that access is denied (Forbidden 403).

In the GCP load balancing tab, I also notice that my backend service in charge of apigee is not operational, even though the status is ready.

what could be the cause and How can I resolve this issue?

Since “error 403” is related to “permission _denied” and credentials acceptance.
