OAuth clients returning 401: disabled_client on every new project — possible account-level restriction after associated Gmail suspension

I’m getting a 401: disabled_client error on every OAuth Desktop app client I create, across multiple brand new Google Cloud projects.

Setup steps (repeated on 3+ new projects):

  • Created new Google Cloud project

  • Enabled Gmail, Sheets, Calendar, Drive, Contacts APIs

  • Configured OAuth consent screen (External, test users added)

  • Created Desktop app credentials

  • Client shows as active in Credentials page — no warnings

Result: OAuth flow immediately returns Error 401: disabled_client / flowName=GeneralOAuthFlow

Additional context:

  • Tried both Testing and Production publishing status

  • Deleted old unused projects and created fresh ones

  • Waited 48+ hours between attempts

  • The Google Cloud Console AI assistant suggested this may be an account-level restriction and recommended contacting support

Is there a known issue with new OAuth clients being auto-disabled? Is there a way to resolve this without a paid support plan?
