Is there a way to make this plot (below) in AppSheet Editor?
And, with dynamic content by averaging based on Selection? ← this part I can do on the regular line graph.
If that is not possible, is there a way to embed Python in the backend (which can produce the plot above) within AppSheets?

There is no current capability for achieving what you are looking for.
However, you might be interested with the capaility to embed a chart QuickChart.io API, using a type image.
I didn’t find the one you are looking for, but I find a lot of others, you may find some that could match your need.
