Lacking permissions to Mirror Github to Cloud Repository

I’ve been trying to mirror my new GitHub repo to GCP’s repository via Google documentation, but allegedly don’t have the proper account permissions. My user account is the owner of the GCP project, so I would think I have all necessary permissions, but am getting the following error:

"You don’t have access to this service. To request access, contact the administrator for your organization’s Google services.

If you’re a Google services administrator, you can turn on services. Learn more "

When trying to access the following link:

Does anyone know which permissions may be missing? This doesn’t seem to be a problem with GitHub, as it properly lists OAuth for the Google account. I’ve already created non-linked repositories as well, so the APIs should already be enabled as well.

I researched this issue and I have found a similar issue where the user was not able to access Cloud Shell and getting the same error as you. This user fixed it by changing the setting “Access to additional services without individual control” in the admin console which apparently can be set to OFF by default.
