Issue with creating institutional account for a public educational body in Germany

Hello,

I am trying to set up a Google Cloud Billing Account for a public educational institution in Germany. We have a valid USt-IdNr. and have received approval to use a grant of Gemini units for a research project.

The online account setup form requires a personal name as the account holder and a credit card. This is not correct, as the account must be registered under the institution’s name, as I am not the legal account holder for our institution’s financial assets.

I have already submitted a support request via your contact form over a week ago but have not yet received a response.

Could you please provide guidance on the correct procedure for setting up an institutional account for a German public educational body?

I am reaching out to you again as your guidance was instrumental in getting my research project started last year.

Unfortunately, I have hit a critical roadblock: My API access (PII Removed by Staff) was restricted by an automated policy flag on March 11. I have already submitted a formal appeal (Ticket Reference ID: 4AZYV7Y2XQX77YUMCR7LQKJ2TM), but I have not received a response yet.

I have just reached a major milestone by deploying the ‘Hermeneutic Reconstruction Engine’ (v50.9) to GitHub as a public repository. I am very much looking forward to sharing this progress with the wider community, but I can only do so once the API access is restored and the engine is fully functional again. This lockout is now severely impacting the next phase of the project, where I need to demonstrate the engine’s capabilities to the academic community and potential collaborators.

Could you possibly help me once more by escalating this case internally to the Trust & Safety team? As this is a Google-funded research project for a public educational institution in Germany, I am eager to resolve this technical hurdle and resume my work.
