The PDT reaper process runs at most every hour (while respecting the PDT maintenance cron string).
It will reap all persist_for PDTs whose time has expired, and any sql_trigger_value PDTs for which a new table has already been built.
The persist_for clock begins when the PDT is first used in a query.
