I want to regularly have objects in a Cloud bucket be duplicated into a Drive folder. Looking at Cloud Storage pricing, I assume that this is considered a “Data transfer within Google Cloud”. The region for the bucket (and project) is North America, so how do I determine if my Drive folder is also North America? I don’t see that detail anywhere in Drive. I also don’t see region as a parameter for creating a new folder with the Drive API. Creating a folder in the same region was suggested in a prior thread, but how to view or set this region was never answered.

The pricing link you shared is for Google Cloud Storage, which is part of the Google Cloud Platform (GCP). The section Data transfer within Google Cloud only applies to GCP services like Cloud Storage, BigQuery, etc. Since Google Drive is part of Google Workspace which operates under different pricing and isn’t covered in that document link.
To view your Drive region, you’ll need admin access and a supported edition, as explained in the links below:
