Programming in the PC I see horizontal and vertical Scrollbars views, but in the mobile phone and tablet I can’t see them.

On mobile devices, since you use your finger to scroll, it would be tedious to have a small scroll bar that you try to grab and react to with your finger plus it would hide part of the view. Instead, mobile devices tend to employ momentum and inertia scrolling. Momentum allows you to scroll faster as you swipe faster. Inertia continues scrolling when finger is lifted.
