No. You must have a Google Account to be able to register for Google Cloud. My understanding is that there isn’t such a thing as a “Google Cloud free tier account”. Instead, there is Google Cloud. You can sign up for a free trial. The free trial grants you $300 in free credits. To sign up for the trial, you must provide a credit card but that will not be charged until you consume your free credits AND explicitly approve the switch to a paid account. This is a set of Google Cloud products/services that grant you some monthly quota of use before you reach the level of consumption where Google charges you.
