It would be helpful to set a workspace user’s photo visibility administratively by the admin-console directory settings, or via GAM/or a Rest API on behalf of the user.
To require an end-user to go into their user settings and update the Profile Picture visibility is senseless when they are not a personal account, but a workspace created account.
Is this feature done or in progress, would love to have this, as for Google Admin, we are unable to do this for all of our users specially for Profile Picture Visibility.

I saw your comment reviving this 8-month-old thread—it’s wild how some of these Workspace management quirks still don’t have native, easy solutions!
If bulk managing Profile Picture Visibility is a major pain point for you right now, we might actually be able to help. We built an internal Google Sheets-based tool (very similar to the old Ok Goldy workflow) to handle our own bulk admin tasks. We are currently in the final Google approval phase to release it publicly as AdminSheet Pro.
