Dynamic URL in Service Callout

Hello Apigee Team,

I am not able to use target URL value (from KVM thru JavaScript or AssignMessage policy) in the element of ServiceCallout policy

tried in javascript

context.setVariable(“servicecallout.servicecalloutpolicyname.target.url”,newURL);

and in servicecallout

<HTTPTargetConnection>  
	<Properties/>  
	<URL>https://dummy-target-url.com</URL> 
</HTTPTargetConnection>

What could be the reason? Is there any other approach to make the dynamic target URL for servicecallout ?
