Dialogflow CX: "Generative AI" section missing in Flow Settings (can't enable Generative Fallback)

Hello everyone, I am a new user exploring Dialogflow CX and would be very grateful for some help. I have been trying for several days to build a knowledge-based agent using a Data Store (RAG), but I am stuck on a critical step.

**My Goal:** My goal is to enable “Generative Fallback” in my agent’s Flow, so it can answer questions using a Data Store I have created with my own documents.

**The Problem:** The entire **“Generative AI” section is missing** from my “Flow settings” panel. Because of this, I cannot see or enable the “Generative Fallback” toggle. I have been troubleshooting this extensively, and here is what I have confirmed: * **New Project:** I am working in a brand-new, clean project with a billing account attached. *

**APIs Enabled:** I have confirmed that the **Dialogflow API**, **Discovery Engine API**, and **Vertex AI API** are all enabled for the project. * **Data Store Works:**

I have successfully created a Data Store (Corpus) in Agent Builder and imported my PDF files. The status is “Ready”, and importantly, **I have tested it directly in the Vertex AI Studio, and it works perfectly** - it finds and generates correct answers from my documents. *

**Region Test:** I have confirmed the issue is not regional. I created one agent in **`europe-west2` (London)** and a second test agent in **`us-central1` (Iowa)**. The “Generative AI” section is missing in the Flow settings for **both** agents.

I feel like I have done all the prerequisite steps correctly, but the final UI element to connect everything is not visible. Could I be missing another permission or setting, or could this be a bug or a feature flag that isn’t enabled for my project? Thank you so much for any help or advice you can offer. The UI/Console might change due to Google’s ongoing consolidation. You can check this documentation for steps on enabling Generative fallback in Dialogflow CX. If this does not resolve your issue, I suggest reaching out to Google Cloud Support for further assistance.
