I am attempting to publish my chatbot using the Dialogflow Messenger integration, but the “Enable unauthenticated API” button is currently disabled. Could you please advise on how to resolve this issue?

Do you have billing enabled for that project? that could be the issue. Also, do you have enough permissions to enable it?
