When I am trying to create a notebook with in Vertex AI workbench with N2D CPUs I get this, error. I don’t understand the reason behind it. Its not due to quota limit. Can anyone help me with this. That is all the error I get and no further description of the error.

Are you making this through console? I have tried on my side I successfully created a notebook on User managed notebooks.
I would suggest to try creating it on a different region and reading the limitations details on the machine type:
