is cloud router mandatory to be set up for interconnect connections (partner and dedicated) ?

Yes, it is indeed that cloud router place a very big part of Cloud Interconnect. If you will see on this documentation[1] it will show that one of the cloud router uses is Cloud interconnect.
You will also see this link[2] wherein “Additional Resources” will show a partner and dedicated interconnect needs a cloud router.
Lastly, for further explanation and information on how both dedicated[3] and partner[4] interconnect works you may check this link[4] explaining the needs of a cloud router.
