I can download CSV files on the laptop without issues. When I do it on the phone it says that it’s downloaded but there are no where to be found. I Search in the “Files” app but nothing. Does anyone have the same issue or can someone point me in the right direction on how to solve this?

You can download CSV file on your computer but when you need it on your mobile device you have to build workflow that sends you an email with attached CSV file 'cause downloading only works on computers.
